Ms. Dwyer, pointing out why your accusations are baseless is not avoiding. You have no proof that race was a factor in the decision on the school funding. Moreover, you did not simply acknowledge "that it's a factor". You went ahead and made an accusation that locking black kids up is "a priority" in Philadelphia. You have no proof of that either. You have no proof of how much money comes from state aid and how much comes from local real estate taxes. Whether the majority of the money comes from the state doesn't change the fact that we need more prison space to deal with our crime problems now. In any event, your headline is factually incorrect. The city is not building the prisons, the state is,

Ms. Dwyer, either you did not read the original article you have linked to, or worse, you are intentionally misleading people. It is not the City of Philadelphia that is building the new prisons, as you claim. It is the state. Even more disturbing is your use of the race card to accuse Philadelphia of having the priority of "locking black kids up". We have a black mayor, a black police chief, several black deputy police chiefs, a black fire chief and several black city council members. We Philadelphians don't need uninformed people like yourself making baseless accusations.
