National service programs are a great third option! With City Year or NCCC, you can have only a high school diploma and be eligible to apply.

That idea is brilliant. Why isn't there a program out there doing this?

I think programs like http://enstituteu.com/ and http://www.thielfellowship.org/ are creating something similar.

They might be able to scale and have a better focus on community involvement as they grow and branch out.

I think a third path is important. This would be great to start within high school. Would anything that they envision for their city actually going to happen? If there was changes done because of their work would make a difference in their thought process. If not I am afraid they would not see a point. A third path should incorporate business education programs in the work force. Similar to internships, but more in-depth about moving up in the work force and given tools to these children not only to develop their own ideas into action, but also able to pay bills that they struggle to do.
