There is a model of schools that is much like your "what if" visioning. The Sudbury School of Atlanta is one of them. The Sudbury model of education pairs the unstructured, individualized learning that you describe with a democratic operating structure where every students get a vote as to how the school is run. People may also want to view the Sugata Mitra TED talk on "The Child-Driven Education." It is an incredible 18 minutes about his "Hole in the Wall" research in India.
