The Quiet War on U.S. Foreign Aid Spending

Last week, the House Appropriations Committee proposed significant cuts to U.S. foreign aid, which fuels programs like humanitarian aid to Syria and HIV/AIDS assistance in sub-Saharan Africa. The move was done so quietly, through an obscure process called 302(b) allocation.

The Senate Appropriations Committee will be making its recommended foreign aid and international development allocations in a few weeks' time.
