Proposed: 3 Conditions for approval of TransCanada Keystone XL pipeline

The nation has gone back and forth over the fate of the extra-large Keystone XL tar sands pipeline. President Obama delayed a decision about whether it is in the U.S. interest to allow the pipeline to carry diluted bitumen from Canada to Texas until after the election, but that time is nearly up. American Petroleum Institute and big oil interests (not to mention tanker fleet owners, the Panama Canal and entities in the Far East) are standing off against the environmental movement for decision.
