Penn State's Charging Smokers Higher Health Insurance Rates. Should They?

Forget those stereotypes of the chain-smoking, pipe-puffing college professor. If modern day academics at Penn State want to indulge in a little tobacco, they'll have to fork over an extra $75 per month. This comes on top of the school's new requirement of biometric screenings and proof that your kids are your own. Faculty are pretty outraged over the policy, but the school says they have the right to charge extra since health insurance premiums keep rising.
