Oregon's Pay It Forward Program Eliminates Student Tuition and Loans

Oregon is in the process of developing a program called "Pay It Forward," which would allow students to attend state colleges without paying tuition. The students would then be required to give a set percent of their income back to the program for 24 years following graduation. The program isn't a quick fix for the affordability crisis, but it does get rid of interest rates and could possible increase accessibility to higher education... and maybe set an example for other states to follow suit?
