    Just as the Chinese government regulates foreign MNCs activity in China, the Chinese schools will definitely regulate so that the schools are not dominated by foreigners. They'll take in as many internationals as long as the diversity could help Chinese nationals receive a better education, but won't allow international students to "take" Chinese students' spots on campus. That's just how China works. U.S educational institutions are willing to take more internationals in, because to them, internationals = $$$. China's more concerned about giving a leg up to their own people, whether its at the expense of losing an opportunity to raise the bottom line.
