    The article fails to explain why the electric utility has so much cash:

    1. the "Estrato" system - income-sensitive rates (which I suspect would reduce calls for rate reduction)
    2. Hydroelectric generation - lots of it (Once it's in and the initial costs are payed, revenue from generation is just gravy at that point).
