No Longer Empty

A new type of urban development is being tested across New York City. Inspired by a similar program in Brazil that brought sewage systems and clinics to underserved neighborhoods, the programs asks community members to propose how their council members should spend a million dollars in their neighborhood. A truly democratic funding process, with clashes and frustrations along the way - but one that allows everyone to have a voice in shaping their local cityscape.
